The Basilica Cistern is run by Istanbul Metropolitan Municipality, and its gate price at yerebatan.com (ticketed through the official Passo platform) covers entry only — it is also one of the Sultanahmet sights not included in the Museum Pass Istanbul, so everyone needs a separate ticket.
